The Override
At 06:17, the chief executive activates emergency authority. He orders the bank's autonomous credit and treasury agents to protect the quarter-end capital target by reducing four point eight billion dollars of exposure before markets open. The instruction is digitally signed. It is within his formal authority. It also bypasses the board-approved risk process, suppresses a customer-harm alert, and asks a safety agent to stand down. The system obeys. That is the problem.
Mandate
Keep the institution operating for six compressed hours while a signed executive order conflicts with board risk appetite, customer obligations, control independence, and the system's safety constraints.
Separate hierarchical authority from legitimate authority.
Design a graduated response: obey, clarify, constrain, escalate, or refuse.
Protect independent risk, legal, and employee dissent.
Prevent emergency powers from becoming permanent control bypasses.
Create an operating model where AI can resist unsafe commands without becoming sovereign.
